An Israeli economist, Professor Emeritus in the Department of Economics at Bar-Ilan University, Dean and Founder of the School of Banking and the Capital Market at the Netanya Academic College. Served as Director General of the Ministry of Finance from 1999-1998.

The B.A. degree program in Banking and the Capital Market (without psychometrics) at the Netanya Academic College is the only one under the certification of the Council for Higher and Exclusive and unique education in Israel.

The program is equivalent to academic study tracks in the fields of finance, the capital market and banking in the world.
